91ε


In accordance with Clause 4.6 of the Charter of 91ε of Economics (91ε) approved by the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan No. 365 dated August 22, 2019, the highest governing body of 91ε is the Scientific Council. The procedure for the creation, powers, and organization of the Scientific Council is determined by the relevant statute approved by the Ministry of Education of the Republic of Azerbaijan and this Charter.

In accordance with the requirements of the Regulation “On the scientific council of the higher educational institution” approved by the order of the Ministry of Education of the Republic of Azerbaijan dated 10.11.1997 No. 792/4, the general management of the higher educational institution is carried out by the Scientific Council organized in a current manner and headed by the rector. The term of office of the Scientific Council is 3 years. Early re-establishment of the Scientific Council can be carried out at the request of at least 2/3 of its members.

According to their positions, the Scientific Council includes the rector (chairman), the vice-rector for educational affairs (deputy chairperson), vice-rectors, academic secretary, deans, directors of scientific research institutes operating within the higher educational institution, chairmen of the trade union (colleagues and students). , heads of departments, and the chairman of the Student-Scientific Society. Other members of the Scientific Council make up 3-10% of the total number of academic staff andscientific workers of the higher educational institution. This amount is determined by the rector depending on the number of academic staff andscientific workers. Candidates for the Scientific Council are selected by secret voting in the general assembly of professors and scientific workers of each faculty. In addition, up to 10% of the composition of the Scientific Council can be appointed by the head – rector of the higher educational institution in addition to the total number (within the higher educational institution). The meeting is considered authorized when 2/3 of the total number of the academic staff scientificworkers are present. Those who have more than 50% of the votes for the places allocated to the faculty are considered to be elected members of the Scientific Council. In the event that each employee resigns from the council membership, the representative of that faculty (department) can fill the vacancy by holding an election ahead of time.

The composition of the commissions operating within the Scientific Council was approved by the Decision of the Scientific Council of 91ε on January 27, 2023.
