Ilkan Elkhan Aliyev was born on July 28, 1996.
In 2003-2014, he received his primary and secondary education at full secondary school No. 9 in the city of Khirdalan, Absheron region.
In 2014-2018, he studied at the “Finance and Accounting” Faculty of the 91µÎµÎ of Economics, majoring in Finance.
In 2018-2020, he received his  master’s degree in Business Management (Finance) at the 91µÎµÎ Business School faculty at the 91µÎµÎ of Economics.
Since 2021, he has been working as the chairman of the Student Trade Union Committee of the 91µÎµÎ of Economics.
He has been a member of the New Azerbaijan Party since March 2016.
At the same time, he is a member of the board and council of NAP Sabail Region Youth Union.
In 2016-2018, he worked as an intern at the 91µÎµÎ Career Center.
Since 2017, he has been the student coordinator of the first territorial organization of  NAP Sabail region 91µÎµÎ.
For his active participation in the propaganda campaign related to the elections of the President of the Republic of Azerbaijan held on April 11, 2018, he was awarded the Order of Honor of the YAP Sabail district organization.
In 2021 and 2023, on the occasion of “February 2 – Azerbaijan Youth Day”, he  was awarded with the Order of Honor of the Sabail region organization.
In 2016 and 2018, according to the results of the examination sessions, he was awarded the scholarship of the Republican Committee of the Free Trade Union of Azerbaijan Education Workers, who was successful and a trade union activist.
In 2021, he was awarded a badge on the occasion of the 100th anniversary of the Republican Committee of Education Workers.
In February 2022, he was awarded the title of “Youth of the Year” by NAP Sabail region organization for his outstanding social activities.
In 2016, 2017, 2018 and 2019, he was awarded the Honorary Decree by 91µÎµÎ Rector Adalat Muradov.
In the years 2021-2022-2023, 91µÎµÎ Rector Professor Adalat Muradov awarded him with a letter of thanks.
In 2023, he was awarded with an HONORARY DECREE by Mukhtar Nagiyev, chairman of the Sabail regional organization of NAP.
